Shadow Creek, Black Forest Road - Remove and Replace Hot Mix

Background

Hays County is issuing this Invitation for Bid (IFB) to solicit bids for the removal and replacement of hot mix asphalt on Black Forest Road, located in the Shadow Creek Subdivision. The project aims to enhance road safety and infrastructure quality in the area.

Work Details

The contractor will be responsible for the following tasks: 1. Remove existing 6 inches of asphalt and replace it with 4 inches of Type B Hot Mix and a 2-inch Type D Hot Mix Overlay. 2. The project will follow Texas Department of Transportation's Standard Specifications for Construction and Maintenance of Highways, Streets, and Bridges. 3. Milling operations will involve milling to a depth of 6 inches from existing paving, with responsibility for utility repairs during this process. 4. A TRAIL tack coat must be applied prior to paving with Type D mix. 5. The contractor must ensure safe access for residents' driveways before installation and provide post-paving cleanup. 6. Traffic control measures must comply with TxDOT standards, including signage and flagger operations.

Period of Performance

The contract is expected to be awarded in July 2026, with all work to be completed by September 25, 2026.

Place of Performance

The work will take place on Black Forest Road in the Shadow Creek Subdivision, Hays County, Texas.

Bidder Requirements

Bidders must provide a bid bond of 5% of the total bid amount at submission and performance/payment bonds within ten days of contract award. Contractors must have adequate financial resources, a satisfactory performance record, and proper equipment for fulfilling contract obligations. They must also comply with all applicable laws and regulations, possess necessary licenses or permits, and not owe any back taxes within Hays County.
