Vehicle Towing, Storage, Salvage and Related Services

Background

The City of Tucson is seeking proposals from qualified contractors to provide vehicle towing, storage, auction, extrication, stabilization, and salvage services for various City departments including the Tucson Police Department (TPD), Tucson Fire Department (TFD), Counter Narcotics Alliance (CNA), Environmental Services (ES), General Services (GS), Housing and Community Development (HCD), Department of Transportation and Mobility, ParkTucson, SunTran, SunVan, and SunLink. The City has a continued need for these services to manage vehicles that are disabled, wrecked, abandoned, or otherwise in need of towing.

Work Details

The contractor will be responsible for providing the following services: - Vehicle towing and storage for approximately 1600 mandatory impound tows per year under A.R.S. 28-3511. - Clean-up of debris associated with towed vehicles at the site. - Towing services for police/fire ordered vehicles, no preference tows, and citizen requested tows totaling approximately 3800 tows per year. - Towing services for City-owned vehicles and SunTran/SunVan/SunLink totaling approximately 1400 tows per year. - Towing and removal services for DTM (Park Tucson) totaling approximately 60 tows per year. - Maintenance of secure storage facilities located within five miles of city limits capable of accommodating oversized vehicles. - Provision of a revenue sharing plan for all mandatory and ARS 28-3511 towed vehicles including referral fees and auction/surplus revenue sharing plans. - Compliance with all applicable laws and regulations including OSHA standards.

Period of Performance

The contract will commence upon award and is expected to continue for a period as specified in the final agreement. Specific timelines for service delivery will be outlined in the contract documents.

Place of Performance

Services will be performed within the City of Tucson limits, with storage facilities required to be located within five miles of the city limits.

Bidder Requirements

Offerors must demonstrate a satisfactory performance record, integrity, compliance with public policy, and not be suspended or debarred from federal contracts. Contractors must maintain all necessary licenses and certifications required for service performance. They must also provide evidence of financial resources adequate to perform the contract.
