In-Line Water Flow Meter Services

Background

The City of Lubbock is issuing this Request for Proposal (RFP) 26-19615-YB for In-Line Water Flow Meter Services to seek proposals from qualified firms and individuals to provide flow meter repair and replacement services. The City operates approximately 176 public water supply wells and 26 irrigation wells, all equipped with flow meter devices that measure flow rates and total flow accumulations. Work Details

The contractor will be responsible for the following services: 1. Repair of defective flow meters that will be removed from service by City staff and delivered to the contractor for repair. No on-site repairs will be performed. 2. Complete disassembly and rebuilding of flow meters to original factory specifications. 3. Repair flow meters equipped with a 4-20 mA output for integration with the City's SCADA system; a separate cost proposal must be provided for adding this feature to units lacking it. 4. Sizes of flow meters include 2", 4", and 6". 5. Timely performance of all services to minimize downtime of the meters. 6. All internal parts used in repairs must be new and conform to original specifications, with a one-year warranty against defects. 7. For meters beyond repair, recommendations for replacement with new units must be made, ensuring they have a 4-20 mA output capability. 8. The contractor must actively engage in the repair service and supply new flow meters manufactured by Water Specialties and McCrometer.

Period of Performance

The contract term is one year, with an option for four one-year extensions, beginning upon formal approval.

Place of Performance

Services will be performed at the contractor's facility where defective flow meters are sent for repair; no specific geographic location is mentioned for delivery or shipping.

Bidder Requirements

Offerors must demonstrate competence in providing the required services, including a general overview of their company, qualifications of proposed staff members, and at least three business references. Additionally, compliance with applicable federal or state statutes and local ordinances is required.
