The Indiana Department of Administration, on behalf of the Indiana State Police (ISP), is seeking to establish a contract for the provision of two types of custom-built DNA collection kits. These kits are essential for the ISP's operations and will be distributed throughout the State of Indiana. The goal is to procure high-quality, pre-assembled kits that meet specific requirements not available in off-the-shelf products.
The contractor will provide two types of DNA collection kits: 1) **Offender/Arrestee Kits**: - Four (4) sterile wooden cotton-tipped applicators (e.g., Puritan 25-806 1WC or equivalent) - One (1) coin envelope (approx. 2 ¼" x 3 ½") - One (1) self-sealing paper envelope (9" x 9") with printed design - Instruction sheet
- All items assembled into a clear plastic sleeve and sealed. 2) **Sexual Assault Evidence Kits**: - One (1) pleated white paper bag (3.5" x 6" x 11") with label - One (1) pleated brown paper bag (4" x 7" x 14") with label - Two (2) pleated brown paper bags (7" x 12" x 17") with labels - Various white paper envelopes for swabs and evidence collection, each printed with specific designs and dimensions. - Twenty-four (24) Puritan brand sterile cotton-tipped applicators. - Biohazard label, evidence tape, disposable ruler, and various printed instructions. - All items must be assembled in a chipboard box with specific dimensions and labeling requirements. A prototype of each kit must be submitted before final production.
The contract will be effective for a period of four years from the date of execution, with an option for two additional years at the State's discretion.
The services will be performed within the State of Indiana, specifically for distribution by the Indiana State Police.
Bidders must comply with various certifications including Minority/Women Business Enterprises (M/WBE) participation goals: 8% for MBE, 11% for WBE, and 3% for Indiana Veteran Owned Small Businesses.
