Background

The Indiana Department of Health is seeking a qualified vendor to develop, implement, and operate a Medical Operations Coordinator Center (MOCC) as part of the Rural Health Transformation Program (RHTP). This initiative aims to improve health outcomes in Indiana's rural communities through enhanced care coordination and transport services. The MOCC will serve as a centralized 24/7 hub for hospital and EMS operational reporting, patient transfer coordination, and resource alignment, focusing on trauma, cardiac, stroke, psychiatric, OB/GYN, and urgent care needs.

Work Details

The contractor will be responsible for the following services: 1. Establishing a 24/7 MOCC that acts as a centralized hub for operational reporting and patient transfer coordination. 2. Developing and implementing a MOCC Advisory Committee to facilitate communication between stakeholders. 3. Managing patient transfers by receiving requests and prioritizing transfers to facilities with appropriate capacity. 4. Coordinating load-balancing during high-volume periods or crises to ensure equitable distribution of patients across facilities. 5. Recruiting, hiring, and training MOCC staff with expertise in emergency medicine and patient placement. 6. Utilizing the Healthcare Emergency and Hospital Capacity System platform for real-time data on hospital capacities. 7. Providing ongoing training for MOCC staff and external stakeholders on protocols and system usage. 8. Implementing pilot programs for interfacility transfers and behavioral health triage in selected regions.

Period of Performance

The contract will span five years, starting from the initial budget period on September 1, 2026, with specific milestones due throughout this timeframe.

The services will be performed statewide across Indiana, focusing on rural communities that require enhanced healthcare coordination.
