Background

The Alabama State Department of Education (ALSDE) is seeking submissions for high-quality professional learning in structured literacy. This initiative aims to improve teacher practices in the science of reading, thereby positively impacting student reading outcomes. Structured literacy, as defined by the International Dyslexia Association, is an explicit, systematic, cumulative, and diagnostic approach to teaching reading that integrates language structure and reading science. The RFP is part of the ALSDE's efforts to implement the Alabama Literacy Act (ALA), which was enacted to enhance reading proficiency among students from kindergarten through third grade.

Work Details

Vendors are required to provide professional learning services that include both face-to-face and virtual educator training options. These services must involve ongoing opportunities for continued learning and application of knowledge in various literacy elements such as phonological awareness, phonics, fluency, vocabulary, comprehension, oral language, writing, dyslexia, and structured literacy. Vendors selected through this RFP will be included on an ALSDE-approved list for phase 3 of the Science of Reading Continuum for Teacher Development. Selected vendors may need to sign an agreement with ALSDE that establishes a per-educator cost structure and an unlimited use cost structure.

Period of Performance

The contract will commence upon execution and will be effective for a period of up to two years with potential renewals not exceeding three additional years.

Place of Performance

The services will be performed within the state of Alabama.

Bidder Requirements

Vendors must have evidence-based documentation demonstrating at least 3-5 years of success in providing professional learning training and services. They must be currently registered with the Alabama Department of Finance as a State Supplier and provide their supplier number. Additionally, vendors must complete an affidavit for business entity/employer/supplier and verify enrollment in E-Verify. Proposals cannot reference or support the three-cueing system of teaching reading as per Alabama Administrative Code Rule 290-3-3-.61.
