Background The Western Area Power Administration (WAPA) is issuing a requirement for a contractor to provide all necessary labor, materials, equipment, transportation, and other resources to complete the construction of Denison Substation, Stage 10, in Iowa. The goal of this contract is to enhance the electrical infrastructure by upgrading and expanding the substation capabilities. Work Details The principal components of work include: 1. Coordinating with the Contracting Officer's Representative (COR) and local utility cooperative to install a temporary service feed to the existing station service distribution panel DWA1. 2. Furnishing and installing one control building which includes government-furnished control panels (230kV only), relays, and a station & communication battery system. 3. Installing new cable trenches from the new control building to the 69kV, 161kV, and 230kV yards. 4. Replacing two cable trench crossings. 5. Removing existing fiber from the 69kV NIPCO bay to the existing control building. 6. Installing fiber from the new control building to the existing service building and from the new control building to a new fiber optic splice enclosure. 7. Furnishing and installing one station service lineup. 8. Removing pad mount station service transformers, safety switches, automatic transfer switch, and main distribution switchboard for return to WAPA. 9. Expanding and upgrading the 230kV yard which includes installation of government-furnished circuit breakers, instrument transformers, and disconnect switches; furnishing and installing electrical equipment supports; one take-off structure; outdoor bus systems; one fiber optic splice enclosure; one pull box; control and power cables; concrete foundations; demolition and removal of existing foundations; grounding and conduit systems; and miscellaneous sitework as stated in Division 2.A.1.
