2026 Street Improvements

Background

Wrightsville Borough, located in York County, Pennsylvania, is issuing a solicitation for the 2026 Street Improvements project (MS-944). The goal of this contract is to enhance the road infrastructure within the borough, ensuring improved safety and accessibility for local traffic. The project is not subject to the Pennsylvania Prevailing Wage Act.

Work Details

The contractor will be responsible for the following tasks: 1. Mobilization: Assemble labor, equipment, and materials for the project. 2. Maintenance and Protection of Traffic: Implement temporary traffic control measures as per PennDOT guidelines. 3. Milling: Mill existing pavement to a depth of 1-1/2 inches over approximately 1,320 square yards. 4. Base Repair: Perform necessary base repairs including saw cutting and placement of stone and asphalt binder course. 5. Superpave Wearing Course: Place approximately 125 tons of Superpave 9.5 mm wearing course at a compacted depth of 1-1/2 inches. All work must comply with PennDOT specifications (Publications 408 and 447). The contractor must also provide necessary insurance, performance bonds, and comply with various regulatory requirements.

Period of Performance

The contract period will commence on July 6, 2026, and conclude by October 3, 2026.

Place of Performance

The work will be conducted on N. 3rd Street in Wrightsville Borough, specifically from the intersection with Locust Street to the intersection with Walnut Street.

Bidder Requirements

Bidders must furnish a certified check or bid bond as a proposal guarantee amounting to 5% of their bid. Successful bidders are required to provide a Certificate of Insurance covering specified minimum amounts for various liabilities including general liability and workers' compensation. Compliance with the Americans with Disabilities Act and other federal regulations is mandatory.
