Background

Keystone Human Services is seeking a qualified General Contractor for the remodeling of three single-story houses located in the Wilkes-Barre area. The primary goal of this project is to ensure compliance with ADA accessibility standards, thereby enhancing usability for individuals with disabilities. The project is partially funded by the Redevelopment Assistance Capital Program (RACP).

Work Details

The scope of work includes remodeling three existing single-story houses to meet ADA compliance and improve exterior features. Specific tasks include: 1. **Warren Ave**: - Installation of an accessible ramp at the front entrance. - Reconfiguration of bathrooms for ADA compliance. - New plumbing fixtures. - Regrading of the existing driveway. - Sidewalk leveling. - Installation of new lighting and power. - Application of new finishes. 2. **Valleyview Dr**: - Construction of a new concrete front porch with an ADA accessible ramp. - Reconfiguration of bathrooms for ADA compliance. - Installation of new plumbing fixtures. - Creation of a new accessible outdoor deck with a ramp. - Relocation of the electrical meter box. - Application of new finishes. 3. **Stucker Ave**: - Addition of a concrete accessible ramp at both front and side entrances. - Reconfiguration of bathrooms to meet ADA standards. - Installation of new plumbing fixtures and HVAC system. - Reconfiguration of the kitchen layout. - Installation of new lighting and power systems. - Application of new vinyl siding and windows. - Finishing work throughout.

Period of Performance

The contract will be performed over a specified timeframe leading up to the completion date set for June 16, 2026.

Place of Performance

The work will take place at three locations in the Wilkes-Barre area: Warren Ave, Valleyview Dr, and Stucker Ave.

Bidder Requirements

Bidders must attend a mandatory pre-bid meeting and site walkthrough on May 26, 2026. Bidding on individual houses is not permitted; contractors must submit bids for all three properties together.
