Background

The New York State Office of Parks, Recreation and Historic Preservation (OPRHP) is issuing a solicitation for bids to install a new playground at the campground of Four Mile Creek State Park located in Youngstown, Niagara County, New York. The goal of this contract is to enhance recreational facilities within the park, aligning with OPRHP's mission to provide quality outdoor experiences and preserve natural resources.

Work Details

The contract involves general construction work to install a new playground. This includes: - replacing existing play structures and surfacing; - adding plantings; - constructing walkways; - installing signs; - making parking improvements. The estimated project cost ranges from $594,771.00 to $804,690.00.

Period of Performance

The completion date for this project is set for 320 days after the agreement has been approved by the New York State Comptroller’s Office.

The work will be performed at Four Mile Creek State Park, Youngstown, Niagara County, New York.

Bidder Requirements

Bidders must comply with the following requirements: - submit a bid security in the form of a certified check, bank check, or bid bond amounting to $35,000.00; - meet Minority and Women-Owned Business Enterprise (MWBE) participation goals; - adhere to Service-Disabled Veteran Owned Business (SDVOB) goals; - provide certification regarding gender-based violence in the workplace effective November 5, 2025; - register with the Bureau of Public Work and Prevailing Wage Enforcement prior to bidding; - furnish an Executive Order No. 16 certification form prior to contract award; - provide performance and labor/material bonds for 100% of the contract amount.
