Background

The Department of Human Services (DHS), specifically the Division of Behavioral Health and Recovery (DBHR), is seeking to award a sole source contract to Carelon Behavioral Health for administrative services related to the statewide community mental health system. This contract aims to ensure effective management and oversight of mental health services, which are critical for compliance with federal data reporting requirements and maintaining federal funding.

Work Details

The contract will involve several key administrative activities: 1) Tracking and monitoring mental health service delivery, including utilization and expenditure activities associated with contracts awarded to community-based providers. 2) Implementing quality enhancement and recovery activities aimed at improving outcomes for consumers of mental health services. 3) Maintaining an integrated data system that includes registration and authorization functionalities to support DHS/DBHR's management needs. The vendor must also provide a dedicated Illinois IT lead as part of their staffing requirements.

The contract is set to begin on July 1, 2026, and will run until June 30, 2027.
