AHS Rural Health Grant Management Solution

Background

The Agency of Digital Services is seeking to establish contracts with one or more companies to provide a grants management system as part of the AHS Rural Health Transformation (RHT) Program. The goal is to streamline the management and oversight of the State’s Rural Health Transformation program, which currently suffers from inefficiencies due to manual processes. This initiative aims to ensure timely, equitable, and transparent distribution of funds to rural healthcare providers.

Work Details

The contractor will provide a comprehensive grants management system that includes: 1. Support for multiple grant programs with distinct criteria, cycles, budget caps, workflows, and application timeframes. 2. Role-based access control (RBAC) for internal and external users. 3. An online profile-based portal for standardized applications, status tracking, and awards. 4. Public-facing components that meet WCAG 2.2 AA accessibility standards. 5. A public-facing portal for applicants to apply and check status, including reminders for deadlines and incomplete documentation. 6. User interface with conditional logic, dynamic sections, field validation, and file upload capabilities with virus scanning. 7. Workflow-driven eligibility checks and scoring rubrics with weighted criteria. 8. Support for award recommendations, scenario planning, budget optimization, and e-signature integration (DocuSign). 9. Financial tracking including awards, obligations, encumbrances, expenditures by fiscal year. 10. Performance reporting capabilities including standard reports and custom report building options.

Period of Performance

The contract will be for a period of two years starting from June 8th, 2026, with an option to renew for up to four additional twelve-month periods.

Place of Performance

The services will be performed in Vermont as specified by the Agency of Digital Services.

Bidder Requirements

Bidders must comply with specific requirements including: registration with the Vermont Secretary of State’s office; obtaining a Contractor’s Business Account Number from the Vermont Department of Taxes; adherence to worker classification compliance requirements if bid amounts exceed $250,000; completion of a Certificate of Compliance; and compliance with Executive Order 05-16 regarding climate change considerations.
