Building Improvements Project at Baxter WTP

Background

The City of Philadelphia's Water Department is issuing a solicitation for the Building Improvements Project at Baxter Water Treatment Plant. The project aims to enhance the facility's infrastructure and operational efficiency, with an estimated budget between $4,000,000 and $5,000,000. This solicitation is for pre-qualification only, where approved sellers will be invited to participate in a closed bid process.

Work Details

The contract encompasses various construction activities as outlined in the special specifications and drawings. Key components include: - Maintenance and janitorial services for the existing Water Department’s Field Office Trailer. - Selective demolition work. - Masonry maintenance and construction tasks. - Installation of cold-formed metal framing and metal fabrications. - Rough carpentry and architectural wood casework installation. - Thermal and moisture protection measures including sheet metal flashing and firestopping. - Installation of doors, windows, and associated hardware including hollow metal doors, fiberglass doors, aluminum-framed entrances, and storefronts. - Interior finishes such as gypsum board assemblies, cement plastering, acoustical ceilings, resilient flooring, and painting. - Mechanical work including plumbing fixtures installation and HVAC systems. - Electrical work covering wiring devices and panelboards installation.

Period of Performance

The contract is expected to be completed within 600 calendar days from the date of the Notice to Proceed issued by the Chief Engineer.

Place of Performance

The work will be performed at Baxter Water Treatment Plant located at 9001 State Road, Philadelphia, PA 19136.

Bidder Requirements

Bidders must submit a prequalification questionnaire by May 28, 2026. The contract requires compliance with local business entity (LBE) certification for bidders seeking local bidding preferences. Contractors are required to perform at least 20% of the total contract value with their own workforce. Additionally, contractors must adhere to prevailing wage rates as specified in the updated wage schedule effective October 7th, 2025.
