Single-Family Development Program

Background

The City of Jacksonville's Housing & Community Development Division is seeking proposals from qualified developers to execute the Single-Family Development Program. The program aims to expand affordable homeownership opportunities for very low-income households, defined as those earning 50% or less of the area median income. This initiative is part of the city's commitment to increase the supply of quality housing and support responsible developers in providing affordable housing solutions.

Work Details

Developers are invited to apply for up to four properties ready for construction of single-family homes targeting very low-income homebuyers. The constructed homes must comply with Florida Building Code and local requirements, with sale prices adhering to SHIP affordability limits. Developers must begin construction within 90 days of contract execution and follow an agreed-upon timeline. Homes must be sold to eligible buyers who complete HUD-approved homebuyer education and qualify for a first mortgage from a participating lender. The program includes short-term construction financing with a 0% interest rate, requiring full repayment at the time of sale/closing. Eligible activities include new construction, site improvements, and energy-efficient features.

Period of Performance

The initial term of the agreement will last for one year, with no renewal options unless approved by both the supplier and the City of Jacksonville.

Place of Performance

The services will primarily be performed within Duval County, Florida.

Bidder Requirements

Bidders must provide proof of applicable local business licenses if located within Duval County, demonstrate at least three years of experience in residential construction, have no outstanding defaults with the City or other public agencies, and complete a required developer application.
