Independent Financial Audit Services for the City of McDonough, GA

Background

The City of McDonough, Georgia, through its Finance Department, is soliciting sealed proposals from qualified independent Certified Public Accounting (CPA) firms to provide professional financial and compliance audit services. The purpose of this Request for Proposals (RFP) is to establish a contract for audit services for the City’s financial statements for designated fiscal years, with the potential for annual renewals subject to performance, mutual agreement, and the availability of appropriated funds. The selected firm will be required to perform all services in compliance with applicable federal, state, and local laws, regulations, and professional standards.

Work Details

The scope of services includes: 1) Project Initiation and Kickoff - participation in a formal audit planning meeting; 2) General Audit Requirements - conducting audits in accordance with GAAP, GAAS, Government Auditing Standards, and Uniform Guidance; 3) Audit Procedures - risk-based procedures including testing transactions and balances; 4) Internal Control and Compliance - evaluation of internal controls over financial reporting; 5) Federal Awards (Single Audit) if required; 6) State-Specific Reporting Requirements including SPLOST expenditures; 7) Deliverables such as Draft Auditor’s Report, Final Auditor’s Report, Management Letter, Single Audit Reports, SPLOST schedules; 8) Staffing and Qualifications - assigning qualified personnel with governmental auditing experience; 9) Additional Services as requested by the City.

Period of Performance

The audit engagement shall be completed no later than June 30 following the close of each fiscal year. The contract is anticipated to cover fiscal years ending June 30 from 2026 through June 30 of 2028.

Place of Performance

The services will be performed at the City of McDonough's Finance Department located at 136 Keys Ferry Street, McDonough GA 30253.

Bidder Requirements

Proposers must be qualified independent CPA firms with experience in governmental audits. They must provide evidence of qualifications including certifications (e.g., CPA), relevant experience with municipalities and Single Audits, and demonstrate compliance with all applicable laws. Proposals must include a signed cover letter acknowledging submission terms and any conflicts of interest must be disclosed.
