Background

The Texas Department of Housing and Community Affairs (TDHCA) was created to increase the supply of affordable housing for low- and moderate-income Texans. This Request for Proposal (RFP) is issued to procure one or more providers to deliver fiscal management and cost allocation services to subrecipients receiving funds from the Department’s Community Affairs Division. These subrecipients include local organizations such as Community Action Agencies and units of local government that receive federal funding.

Work Details

The Successful Respondent will provide targeted in-depth fiscal management, shared/indirect cost evaluations, policy recommendations, and assessments. Services include: 1) Consulting with Department and subrecipient staff to understand organizational structures and fiscal operations; 2) Developing a timeline and cost estimate for conducting assessments; 3) Assessing fiscal issues through virtual meetings; 4) Delivering an assessment report with findings and an action plan; 5) Providing technical assistance during implementation of the action plan; 6) Submitting a final report summarizing the assessment, training provided, challenges faced, and recommendations; 7) Following up with subrecipients on service satisfaction approximately 90 days after the final report; 8) Providing written and verbal updates on progress as requested by the Department.

Period of Performance

The contract will commence on July 1, 2026, following execution on June 19, 2026. The original term is for twenty-four months, with options for three additional one-year renewals.

Place of Performance

Services will primarily be provided remotely but may also require in-person visits at subrecipient headquarters within Texas.

Bidder Requirements

Respondents must have at least three years of relevant experience providing similar services. They must comply with TDHCA's required program records retention policies and have Fidelity Bond Coverage to compensate any subrecipient organization assessed. Additionally, they must submit resumes of key staff evidencing experience with non-profits or local governments.
