Temporary Staffing Services

Background

The Teacher Retirement System of Texas (TRS) is a public pension fund that provides retirement, healthcare, and related benefit programs for Texas public education employees, retirees, and their beneficiaries. The agency is seeking qualified vendors to provide Temporary Staffing Services to supplement its existing workforce with skilled personnel for both short-term and long-term assignments across various job classifications. This RFQ aims to engage contractors who can meet the staffing needs of TRS effectively.

Work Details

The selected vendor will provide Temporary Staffing Services across 11 main service categories: 1) Benefit Services, 2) Pension Services, 3) Administrative Services, 4) Executive Office Administrative Services, 5) Finance, 6) Health Division, 7) Investment Management, 8) Legal Administrative Services, 9) Internal Audit, 10) Contract Services, and 11) Organizational Excellence. Vendors must submit qualifications for one or more job categories and provide pricing ranges for various temporary employee types including professional candidates and administrative service candidates.

Period of Performance

The initial contract term will be two years from the effective date of the contract (January 1, 2027), with up to three optional one-year renewal terms.

Place of Performance

Services will be performed at TRS offices located at 4655 Mueller Boulevard, Austin, Texas.

Bidder Requirements

Respondents must demonstrate a minimum of five years’ experience in providing temporary staffing services to organizations similar in size to TRS. Additionally, they are required to submit a Veteran Heroes United in Business (VetHUB) Subcontracting Plan if subcontracting opportunities are probable under the contract.
