Mission and Installation Contracting Command, Fort Gordon, GA intends to negotiate/award a sole-source contract with STACS DNA Inc. dba InVita Healthcare Technologies for the following items: STAcS DNA Support and maintenance of Installed STaCS DB software.The NAICS code is 541511. The authority for this non-competitive award is 10 USC 2304(c)(1), only one responsible Source. The Government intends to procure this sole source requirement under Acquisition of Commercial Products and Commercial Servicesin FAR part 12. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the government. If no affirmative written repsonses are received by 12:00 p.m. on May 18, 2026, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government.

Background The United States Army Criminal Investigation Laboratory (USACIL) is designated as the CODIS program manager for the Department of Defense. The DNA Database Division of the USACIL is responsible for analyzing DNA samples collected from military convicted offenders and arrestees. To efficiently manage, track, and process over 25,000 offender samples each year, the Division utilizes a Laboratory Information Management System (LIMS) known as the Sample Tracking and Control System (STaCS). This software is essential for maintaining compliance with FBI’s Quality Assurance Standards for DNA Databasing Laboratories and ISO/IEC 17025. STACS DNA Inc., doing business as InVita Healthcare Technologies, has been awarded a sole-source contract to provide support and maintenance for this critical software. Work Details The contractor shall provide technical support and maintenance for the STaCS software currently in use at the USACIL’s DNA Database Division. The services include: - Helpdesk phone support - Software updates - Virtual support for troubleshooting - Software bug fixes, error corrections, and workarounds. The contractor must ensure that all services meet the performance objectives outlined in the Performance Work Statement (PWS), including: 1. Maintenance consisting of helpdesk phone support, software updates, and possibly virtual support for troubleshooting. - Performance Threshold: 100% - Method of Surveillance: Periodic Inspection 2. Provision of software bug fixes, error corrections, and workarounds. - Performance Threshold: 100% - Method of Surveillance: Periodic Inspection Period of Performance The period of performance shall be for one (1) year from June 1, 2026 to May 31, 2027.
