Summary

Program Management Training Systems (PM TRASYS) intends to issue a Commercial Solutions Opening (CSO) to solicit innovative commercial products and technologies in support of the Live-Fire Evaluation Tool (LFET) training solution. The goal of the CSO is to identify a commercial solution that enhances Marine lethality via improving weapons proficiency and skill development by providing real time live fire shot detection and scoring capability. Any contract resulting from the CSO will be a hybrid contract consisting of fixed-price Contract Line Numbers (CLINs) for systems and contractor logistics support and cost CLINs for Travel and Other Direct Costs to provide LFET to the Marine Corps. At this juncture, the Government estimates that the resultant contract will have a total potential period of performance of five years. The Government anticipates awarding a single contract resulting from the CSO.

Background The Program Management Training Systems (PM TRASYS) of the Department of War (DoW) is issuing a Commercial Solutions Opening (CSO) to solicit innovative commercial products and technologies for the Live-Fire Evaluation Tool (LFET). The goal is to enhance Marine lethality by improving weapons proficiency and skill development through real-time live fire shot detection and scoring capabilities. The resultant contract will be a hybrid contract consisting of fixed-price Contract Line Items (CLINs) for systems and contractor logistics support, along with cost CLINs for travel and other direct costs. The estimated total potential period of performance for this contract is five years. Work Details The CSO seeks innovative solutions that can provide a live-fire training system capable of operating at designated live-fire and maneuver ranges, supporting at least squad-sized unit scoring and evaluation. Key tasks include: - Tracking and scoring live fire shooter position, direction of fire, hits, and misses on targets at the individual Marine level. - Generating After Action Reports (AAR) after each training session to evaluate each Marine’s performance on Mission Essential Tasks (METS) and Training and Readiness (T&R) events. - Supporting live fire tracking for various weapon platforms including M4, M16, M27, M240, M249, and M2. - Providing a graphical interface for playback showing shooter position, direction of fire, hits, and misses during exercises. - Solutions must operate effectively in diverse environmental conditions across USMC maneuver training ranges located both CONUS and OCONUS. Place of Performance The contract will be performed at USMC maneuver training ranges located both within the Continental United States (CONUS) and Outside Continental United States (OCONUS).
