Background The VA Boston Healthcare System is issuing a contract for annual Automatic Transfer Switch (ATS) testing and imaging services at the Jamaica Plain VA Medical Center. The goal of this contract is to ensure the proper functioning and maintenance of ATS systems, which are critical for emergency power supply in healthcare facilities. This procurement is set aside 100% for Service-Disabled Veteran-Owned Small Businesses, aligning with the agency's mission to support veteran-owned enterprises. Work Details The contractor will perform annual ATS testing and imaging at the Boston Healthcare System, Jamaica Plain Division. Responsibilities include: - Conducting thermal infrared imaging of normal and emergency power poles during annual testing. The transfer/bypass switch must be in emergency position for 30 minutes prior to imaging. - Reporting anomalies with color photographs and thermal imaging prints. - Adhering to standards including NFPA-70, NFPA-70B, NFPA-70E, NFPA-99, NFPA-101, NFPA-110, NFPA-20, ANSI/NETA-MTS, and MA elevator regulations. - Testing requirements include calibration checks on in-phase monitors, voltage and frequency sensors, auxiliary contacts, timer calibration checks, load shed verification, and ensuring total power failure restoration from emergency generators. All results must be documented in test reports. Period of Performance The anticipated period of performance is one base year plus four one-year options.
