Background

The Commonwealth of Massachusetts, through the Division of Capital Asset Management and Maintenance (DCAMM), is seeking qualified appraisers to conduct a fair market value appraisal for the Charles F. Hurley Building located at 19 Staniford Street, Boston, MA. This building is part of the Boston Government Services Center and was previously used by agencies within the Executive Office of Labor and Workforce Development (EOLWD). The appraisal will inform the United States Department of Labor (USDOL) regarding disposition instructions for a property in which USDOL has an equity interest.

Work Details

The selected appraiser(s) will be responsible for providing a comprehensive appraisal report that includes: - Analysis and market value estimate for the Fee Simple Estate and Leased Fee Estate (99-year term). - A full Appraisal Report prepared in accordance with the Uniform Standards of Professional Appraisal Practice (USPAP). - The appraisal must consider various factors such as constraints on sale/reuse due to Commonwealth involvement, historic preservation considerations, and extraordinary capital renewal needs. - The appraiser will conduct a pre-appraisal meeting, inspect the property, and review all available property information including survey plans. - The final report should include assumptions made during valuation and any limiting conditions affecting accuracy.

Period of Performance

The proposals are due by May 19, 2026, with an estimated contract award date of May 26, 2026. The appraisal services must be completed within a timeframe specified in the proposal response, with quotes requested for both 45-day and 60-day turnaround periods from the Notice to Proceed.
