DataPower Buddy (DPBuddy) License and Support

Background

The Texas Health and Human Services Commission (HHSC) is an agency within the Texas Health and Human Services (HHS) system, responsible for overseeing health and human services in Texas. The Procurement and Contracting Services (PCS) division of HHSC is seeking competitive bids to establish contracts for DataPower (DP) Buddy Licenses and Support. DPBuddy is a specialized command-line tool designed to automate the administration, deployment, and management of IBM DataPower Gateways. It streamlines tasks such as configuration import/export, file transfers, backups, and certificate management. Both HHSC and the Department of State Health Services (DSHS) will have access to any contract awarded as a result of this IFB.

Work Details

The contract includes the provision of DataPower Buddy Licenses and Support. The DPBuddy tool is intended for automating various administrative tasks associated with IBM DataPower Gateways. Specific requirements include: - Provision of licenses for the DPBuddy tool. - Technical support for installation, configuration, and troubleshooting. - Documentation on usage and best practices. - Regular updates and maintenance support for the software. - Compliance with delivery guidelines as specified in the IFB.

Period of Performance

The anticipated contract start date is June 8, 2026. The initial contract term will be twelve months with options for two additional twelve-month renewals at HHSC's discretion.

Place of Performance

The services will be performed at locations specified by HHSC within Texas as needed.

Bidder Requirements

Bidders must comply with all requirements outlined in the IFB, including submission of a comprehensive response that demonstrates their qualifications to provide the required goods/services. While submission of a HUB Subcontracting Plan (HSP) is not mandatory, bidders are encouraged to identify subcontracting opportunities. Bidders must also adhere to pricing structures that include firm fixed prices for the duration of the contract.
