This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued. Solicitation number 1232SA26Q0411 is issued as a Request for Quotation (RFQ) for Rectifier/Charger, Battery, & Uninterruptible Power Supply (UPS) Systems Preventative Maintenance. The Contractor shall provide all labor, supervision, equipment, supplies, tools, materials, transportation, and non-personal services necessary to perform the required UPS maintenance, repairs, replacement of the designated batteries or battery string(s), and replacement of designated capacitor bank(s) services at NBAF, except for those items explicitly identified. This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 238210, Electrical Contractors and Other Wiring Installation Contractors. The small business size standard is $19.0M This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency.

Background The National Bio and Agro-Defense Facility (NBAF), operated by the USDA Agricultural Research Service, is seeking a contractor to provide comprehensive maintenance and repair services for its Uninterruptible Power Supply (UPS) systems. The facility, located in Manhattan, KS, spans 45 acres and includes multiple state-of-the-art laboratories. The goal of this contract is to ensure the reliability and performance of UPS systems critical for laboratory operations. Work Details The contractor will be responsible for all labor, supervision, equipment, supplies, tools, materials, transportation, and non-personal services necessary for the maintenance of UPS systems at NBAF. This includes: 1. Preventative maintenance on UPS systems (12 units). 2. Service calls and repairs as needed (1 unit). 3. Provision of materials for service calls (lump sum). 4. Optional replacements including: - One Saft LSE300 Battery. - One Enersys 14DX-13B Battery. - One Saft 60-Cell Battery String. - One Enersys 240-Cell Battery String. - Batteries in Eaton 93PM Inverter/Cabinet. - Capacitors for Eaton Power Xpert 9395 and Eaton 93PM Inverter/Cabinet.
