Background

The Department of Homeland Security and Emergency Management (DHSEM) in New Mexico is seeking to migrate and implement their current WebEOC database to Juvare's hosted environment. The goal of this contract is to ensure operational continuity and enhance emergency management capabilities through a tailored software solution that meets the specific needs of the agency.

Work Details

ESI Acquisition Inc. will provide services for the SaaS Migration Implementation of DHSEM's current WebEOC database to Juvare's hosted environment. The project will follow a four-phase model: 1) Express Implementation (Technical Installation), providing early access to WebEOC Professional and agreed-upon add-on modules within 60 days of kickoff; 2) Database Migration to Juvare's Hosted Environment; 3) Training for users; and 4) Full System Go Live, Project Closeout, and Maintenance and Support. Two instances of WebEOC will be installed: one Production site and one Non-Production site, including migration of the existing database from the on-premise instance. The system will be accessible via web browser and mobile app, with ongoing technical support available 24/7.

Period of Performance

The contract term is from July 1, 2026, to June 30, 2028.

Place of Performance

The services will be performed in New Mexico, specifically for the Department of Homeland Security and Emergency Management.

Bidder Requirements

The prospective contractor, ESI Acquisition Inc., is the sole manufacturer and exclusive distributor of the WebEOC system. They must maintain an active SHARE Vendor Number (0000082749) and have experience with customized programming specific to emergency management needs.
