The Town currently operates this program at the specified intersection and is open to proposals for additional sites based on traffic safety assessments.

Work Details

The selected vendor will provide a complete, turnkey automated Traffic Signal Monitoring System that includes: - **Permitting**: Application for necessary permits and coordination with relevant authorities. - **Installation**: Supply and installation of a functioning Traffic Signal Monitoring System, including all equipment, software, and infrastructure. - **Signage**: Installation of signs to notify the public about red light enforcement cameras. - **Calibration**: Initial calibration with the Colmar Manor Police Department and ongoing accuracy verification. - **Processing**: A secure citation processing system for data handling, violation review, citation mailing, and bad address notifications. - **Multilingual Services**: Customer interaction in English and Spanish for online portals and support. - **Customer Interface**: Development of an online portal for citation review, payment, and dispute processing. - **Monitoring**: Continuous monitoring of traffic at the designated location. - **Enforcement**: Follow-up actions for unpaid citations including documentation support for court proceedings. - **Maintenance**: Routine maintenance of system components with timely responses to malfunctions. - **Reporting**: Monthly summaries detailing recorded events, citations issued, system uptime, maintenance issues, etc. - **Records Management**: Maintenance of records for legal compliance and transparency. - **Data Protection**: Implementation of safeguards to protect program data from unauthorized access or sharing.

Period of Performance

The contract will have an initial term of three (3) years with two (2) automatic renewal options.

Place of Performance

The primary location for performance is the intersection of Bladensburg Road and 38th Street in Colmar Manor, Maryland. Additional locations may be proposed based on future assessments.

Bidder Requirements

Vendors must provide proof of general liability insurance, workers' compensation insurance, and automobile liability insurance. They are required to comply with all applicable laws including Maryland Transportation Article provisions. Vendors must disclose any past program terminations or litigation within five years. If subcontracting any services, this must be clearly identified in the proposal.
