Design Engineering: Green Valley Rd Culvert Replacement

Background

The Town of Weathersfield is seeking proposals for engineering services to construct a replacement stream crossing on Green Valley Road. This project is partially funded by the Federal Highway Administration and the Vermont Agency of Transportation (VTrans) through the Municipal Assistance Section (MAS). The existing structure, a 48-inch corrugated metal pipe, is deteriorating and undersized, necessitating this replacement. The project aims to comply with VTrans and federal requirements throughout its development.

Work Details

The scope of work includes: 1. Project kick-off meeting to define goals and objectives. 2. Development of conceptual plans including topographic surveys, base mapping, and utility location. 3. Preparation of preliminary plans that include stormwater drainage, erosion prevention measures, and traffic control plans for vehicles and pedestrians. 4. Right-of-way (ROW) plans indicating existing and additional ROW needs, including easements if necessary. 5. Final design preparation including contract plans, construction cost estimates, and special provisions that supplement VTrans Standard Specifications for Construction (2024). 6. Assistance during the bidding process and construction phase, including answering design questions and reviewing material submittals.

Period of Performance

The contract period will commence upon award and is expected to span several years from grant award to construction completion.

The work will be performed in Weathersfield, Vermont.

Bidder Requirements

Bidders must be registered with the Vermont Secretary of State's Office to do business in Vermont prior to contract award. Additionally, consultants are expected to comply with VTrans’ Disadvantaged Business Enterprise (DBE) Policy Requirements.
