Background

Gaston County is seeking qualified contractors to assist with the cleanup and abatement of public nuisance cases throughout the County. The purpose of this RFP is to establish a pool of responsive, capable contractors who can provide timely, efficient, and high-quality abatement services as needed. The County is committed to maintaining safe, clean, and compliant communities and values partnerships with contractors who share this commitment to quality and responsiveness. This solicitation does not result in a single contract award but establishes a pool of pre-qualified contractors eligible for project-specific solicitations.

Work Details

Contractors will provide services including: - Cutting, trimming, and removal of overgrown grass, weeds, and vegetation; - Removal and proper disposal of trash, debris, and discarded materials; - Removal of bulk items such as furniture, appliances, tires, and construction debris; - General site cleanup to eliminate public nuisance conditions; - Demolition of structures; - Proper disposal documentation including receipts and date-stamped before-and-after pictures; - Compliance with local, state, and federal disposal regulations; - Efficient communication with County staff. Specific minimum requirements include cutting grass to a height between three (3) inches and six (6) inches within specified distances from structures. Additionally, no trees over three (3) inches in diameter should be destroyed, and all types of debris must be removed from the lot site.

Period of Performance

Contracts will automatically renew each fiscal year. The anticipated contract start date is June 1, 2026.

Bidder Requirements

Bidders must comply with specific insurance requirements including: - Worker’s Compensation Insurance with limits no less than $100,000 for each accident; - General Liability Insurance no less than $1 million per occurrence and $2 million aggregate; - Automobile Property Damage Liability Insurance no less than $1 million each occurrence. Bidders must also submit a Contractor Information Sheet, Statement of Qualifications, Project Experience documentation, References, Proof of Licensing, Compensation Matrix (Appendix A), Certificate of Insurance declaring Gaston County as additionally insured on the Certificate, and a W-9 Form.
