Background

Harris County, Texas, is the third most populous county in the nation, with a diverse community of nearly five million residents. The Harris County Clerk's Office (HCCO) has been established since 1836 and is responsible for managing essential civic functions, including election administration. The HCCO Election Division oversees all statutory electoral functions mandated by federal and state laws, ensuring the integrity, transparency, and accessibility of the electoral process. This RFP seeks proposals for a new Election Management System (EMS) to replace the current Voter Election Management and Administration System (VEMAS), enhancing operational capabilities and modernizing infrastructure.

Work Details

The selected vendor will provide a turnkey Election Management System that supports complex election management functions across the entire election lifecycle. Key responsibilities include: - Configurability to accommodate specific workflows and election types. - Streamlining and automating election-related processes. - Detailed tracking of election assets with robust chain-of-custody features. - Integration with external systems such as voter registration databases and GIS mapping tools. - Ensuring data integrity and compliance with Texas Election Codes. - Providing ongoing technical support, system updates, and training resources. The system must support core functions including election lifecycle management, voter management, election workforce management, results reporting, security compliance, testing performance, and integration capabilities.

Period of Performance

The contract term will begin approximately on September 1, 2026, lasting for one year with potential renewal options for up to four additional one-year terms.

Place of Performance

Services will be performed within Harris County, Texas. All work must be conducted within the United States to ensure compliance with data security regulations.

Bidder Requirements

Vendors must demonstrate experience in implementing comprehensive EMS solutions for large government jurisdictions. Offshore services are strictly prohibited under this contract. Vendors must comply with Harris County's travel policy for any required travel.
