Background This requirement is for the contractor to calibrate both Main Propulsion Diesel Engine’s (MPDE) 723+ electronic and EGB-13P mechanical governors that manage engine speed and load sharing. The contract is issued by the U.S. Coast Guard, which aims to ensure the proper functioning of these critical systems onboard the USCGC Alder. Work Details The Contractor shall provide all personnel including technical support, labor, travel, parts, tools, and test equipment to accomplish tasks. The Contractor shall provide the services of a qualified Tech Rep, who is familiar with the Woodward 723+ electronic and EGB-13P mechanical governor controls. The Tech Rep will be responsible for advising on manufacturer's proprietary information pertinent to the system, assisting with proper repair methods and ensuring compliance with manufacturer's procedures and standards during calibration of the equipment/systems. The objective of this requirement is to properly groom both Woodward 723+ electronic governors to ensure proper operation, settings, load sharing, auto declutch functions, and alarm settings/operation; and to properly groom both Woodward EGB-13P mechanical governors to ensure proper operation and settings including proper setting of ball-head backup function. The contractor shall provide labor to calibrate the governor in accordance with TP 3593 723+ Digital Control, and TP 3518 Main Diesel Engine – Model 3608/1, which includes: calibrating electronic and mechanical governors; ensuring safe operation of all modes and handle positions through sea trials; training Coast Guard Personnel on calibration procedures and setpoints. A final report must be provided within 3 days of contract period completion.
