Technology Transfer Program (T2) The United States (U.S.) Department of Transportation (DOT), Federal Transit Administration (FTA) is seeking vendors that can provide the support services outlined in the Statement of Objectives (SOO). The Contract Opportunities notice is an announcement seeking market research information on businesses capable of providing the services in the attached SOO. The technical capability statement package response for this sources sought/market research survey is not expected to be a proposal, nor will any award be made, but rather specific, detailed information regarding the company's existing experience in relation to the areas specified in the SOO for information and planning purposes only. The Government will not accept simply submission of your firm's standard brochure of capabilities as a response to this sources sought/market survey notice. The Government will not be responsible for any cost incurred by interested parties in responding to this request. If your firm has an interest, please provide a technical capability statement package response of no more than 15 typed pages. The following questions must be answered and elaborated on as part of the technical capability statement package: (1) Past Performance Does your firm have the relevant past performance within the last three years (include contract number, contract type, dollar value, point of contact (POC), and a brief description of the work performed)? 2) Corporate Experience Does your firm have the work experience similar in nature, scope, complexity, and difficulty of work in the SOO? and (3) Which labor categories did your firm utilize for this type of work under a contract awarded? Please provide your company's name, POC, address, phone number, cage code and your business size under the North American Industry Classification System (NAICS) code along with your technical capability statement package response. Firm-Fixed Price (FFP) and Labor Hour
The anticipated period of performance will be one 12-month base period and four 12-month option periods.
The contractor shall furnish necessary facilities to undertake the scope of work and perform the services specific in this requirement.
Background The U.S. Department of Transportation (DOT), Federal Transit Administration (FTA) is initiating a Technology Transfer Program (T2) to facilitate the deployment and implementation of research and technology products. This program is authorized by the Public Transportation Innovation Program and aims to support public transportation research and development, fostering new ideas for the benefit of the industry and the general public. The T2 program aligns with DOT's goal of efficiency by enhancing dissemination tools and streamlining operations to deploy FTA research effectively. Work Details The contractor will be responsible for designing, implementing, and managing a program-wide capability that achieves several high-level objectives: 1) Develop processes, systems, and resources to support the deployment and adoption of FTA’s innovative research. 2) Facilitate commercialization and production of technologies developed through FTA-funded research. 3) Strengthen the capacity of public transportation stakeholders to utilize FTA’s research products. Specific tasks include: - Developing a T2 Plan with a conceptual outline, roadmap, and timeline for engaging stakeholders. - Conducting surveys to identify needs within public transportation agencies. - Identifying potential barriers to adopting new research. - Meeting with transit community members for insights into developing the T2 plan. - Designing stakeholder engagement activities that demonstrate the value of FTA’s research. - Managing the production of research reports ensuring 508 compliance and accessibility standards are met, including creating clear visual materials such as fact sheets and brochures. - Assisting with inventory management of active FTA-funded research programs and projects, including maintaining a historic database of outcomes from previous projects. - Creating an online searchable library for FTA's research products. Period of Performance The anticipated period of performance includes one 12-month base period followed by four optional 12-month periods. Place of Performance The contractor shall furnish necessary facilities to undertake the scope of work as specified in this requirement.
