Background The Naval Sea Systems Command (NAVSEA), Engineering and Logistics Directorate (SEA 05) is seeking professional support services through this solicitation. The purpose of this contract is to provide operations and maintenance (O&M) and associated program services in support of NAVSEA industrial activities. This effort is a follow-on to previous task orders and aims to ensure that complex projects related to the design, construction, maintenance, modernization, and disposal of naval systems are efficiently managed and aligned with budgetary constraints. The contractor will play a crucial role in supporting the Portfolio Management Office (PMO) and Principal Financial Officer (PFO) to guarantee necessary financial resources are available for engineering endeavors. Work Details The contractor will provide a wide range of professional support services including: 1) Assistance to Portfolio Management Office/Project Management: Developing and maintaining systems for oversight of SEA 05 programs, improving management processes, and ensuring compliance with applicable policies. 2) Program/Project Planning Oversight Support: Monitoring program plans, assisting in the review of planning documents, and identifying stakeholders for program vetting. 3) Program Budget Review and Coordination: Supporting budget coordination for various budget estimates across SEA 05 programs. 4) IT Support Services: Providing secure technological infrastructure necessary for effective collaboration among engineers and scientists. 5) Administrative Support: Managing essential administrative functions to streamline operations within SEA 05. Period of Performance The contract will have a base period of one year with four one-year options, totaling five years if all options are exercised. Place of Performance The primary place of performance is the Washington Navy Yard, with additional work potentially performed at the contractor's facility located within the Washington DC metropolitan area.
