Background The National Park Service, Northeast Region, New England Major Acquisition Buying Office is issuing this Request for Proposal (RFP) for a construction requirement at Cape Cod National Seashore, Massachusetts. The goal of the contract is to replace the existing Province Lands Visitor Center Septic System to ensure proper waste management and environmental compliance. This project is being solicited as a Small Business Set Aside with an estimated magnitude between $1,000,000 and $5,000,000. Work Details The work will consist of providing all labor, qualified supervision, materials, tools, equipment, supplies, and incidentals necessary to replace the existing septic system at the Province Lands Visitor Center. Specific tasks include: - Installation of new piping and septic tank(s). - Installation of duplex pumps. - Construction of a leaching area. - Electrical work related to the septic system. - Site work as per contract documents. Additionally, there are several option items including: 1. Replacement of septic system injector pumps including demolition of existing pumps and installation of new electric duplex pumps and controls. 2. Provision of an enhanced planting plan per specified drawings. 3. Provision and maintenance of temporary sanitary facilities during the septic system shutdown which includes ADA-accessible portable toilets and standard portable toilets with regular cleaning services. 4. Cleaning of the existing force main using high-pressure water jetting. 5. Closed-circuit TV inspection of pipes after cleaning. 6. Excavation at Pump Station #2 to locate force main and replace existing valve box and check valve. Period of Performance The period of performance for this contract is from September 30, 2026 to September 29, 2027. Place of Performance The construction projects will be performed at the Province Lands Visitor Center located at 171 Race Point Road, Provincetown MA.
