This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number 15B20526Q00000021 is issued as a request for quotation (RFQ), for a construction project for our Laundry Hot Water Project. This acquisition is set-aside for small business concerns. The NAICS for this requirement is 238220 with a small business size of $19,000,000. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. (ii) A list of line-item number(s) and items, quantities, and units of measure (including option(s), if applicable). 1 Job, The selected contractor shall provide all materials, labor, and equipment to Refurbish the Hot Water Heater at the Federal Medical Center (FMC), Devens, located in Ayer Massachusetts, in accordance with the attached Statement of Work. (iii) Description of requirements for the items to be acquired, including documentation supporting any brand name descriptions (see 12.102). See attached statement of work. (iv) Date(s) and place(s) of delivery and acceptance and f.o.b. point (see part 47). Project must start 10 days from the notice to proceed. If the answer is addressed in those documents you will not receive a response. Quotes MUST be good for 90 calendar days after close of the solicitation. Background The U.S. Department of Justice, specifically the Federal Bureau of Prisons, is issuing this solicitation on behalf of the Federal Medical Center (FMC) in Devens, Massachusetts. The goal of this contract is to refurbish the existing steam-fired, on-demand hot water system and storage tank at FMC Devens to ensure optimal reliability and efficiency for laundry operations. Work Details The selected contractor shall provide all materials, labor, and equipment necessary to refurbish the Laundry Hot Water System at FMC Devens. The scope includes: 1. Refurbishing the current hot water system consisting of two Armstrong brand 535SW on-demand steam-fired water heaters and a single 2000-gallon PVI brand epoxy-lined storage tank. 2. Re-using and re-insulating the existing storage tank as needed to maintain heat retention. 3. Removing and replacing existing heat exchangers with equivalent or larger Armstrong heat exchangers capable of maintaining 160-degree water in the storage tank. 4. Replacing re-circulation pumps with new units for improved longevity. 5. Insulating all hot water lines and steam lines associated with the system, ensuring any removed insulation is replaced. 6. All removed materials including heat exchangers, piping, valves, and pumps will remain on site for disposal by the contractor. 7. Compliance with all applicable codes including NFPA, IBC, OSHA, etc., is mandatory. Period of Performance The contractor must begin performance within 10 calendar days after receiving the Notice to Proceed and complete all work within 90 calendar days. Place of Performance All work will be performed at the Federal Medical Center located at 42 Patton Road, Ayer, MA 01432.
