Summary

Organized Site Visit

An organized site visit will be held on May 25th, 2026 at 10:00am Local time. Location to meet for the site visit will be 901 Mechem Dr., Ruidoso, NM 88345. Background The U.S. Department of Agriculture (USDA), Forest Service, is issuing this solicitation for a project aimed at rehabilitating existing roofing systems at various facilities within the Lincoln National Forest. The primary objective is to install Thermoplastic Polyolefin (TPO) roof recover systems over existing metal and flat roofs, along with the full replacement of gutters and downspouts. This project is essential for extending the service life of the roofs, improving watertight integrity, and ensuring minimal disruption to ongoing Forest Service operations. Work Details The work includes the following tasks: 1. Preparation of existing roof surfaces, including inspection and repair of metal roofs for corrosion, loose panels, failed fasteners, and damaged seams; 2. Cleaning and inspecting flat/tar roofs for blisters, cracks, and soft areas; 3. Installation of a TPO recover roofing system over prepared surfaces, including recovery board or separation layer as required by the TPO manufacturer; 4. Installation of a fully adhered TPO membrane with heat-welded seams; 5. Installation of TPO flashing at all penetrations and transitions; 6. Removal and replacement of all existing gutters and downspouts with corrosion-resistant materials; 7. Coordination with existing rooftop solar panel systems, ensuring they are protected during roofing work and reinstalled in their original configuration post-completion. Period of Performance The contract performance period is from June 17, 2026, to January 1, 2027. Place of Performance The construction projects will be performed at various facilities within the Smokey Bear Ranger District located in Ruidoso, New Mexico.
