The State of Maryland, through the Department of Public Safety and Correctional Services (DPSCS), is issuing a Multi-Step Invitation for Bids (MS-IFB) for Sexual Offender Treatment Services. This initiative aims to provide treatment services to sexual offenders under the supervision of the Division of Parole and Probation, with the goal of enhancing public safety by preventing further sexual victimization. The program is a response to legislation mandating the use of specialized sexual offender management teams, known as Collaborative Offender Management Enforced Treatment (COMET) teams.
The contractor will provide specialized treatment services that include: addressing deviant sexual interests, correcting distorted attitudes, increasing accountability for past abusive behaviors, addressing interpersonal functioning issues, assisting in behavior management skills development, addressing denial and victim empathy, and guiding offenders towards responsible lifestyles. Services will be delivered using a hybrid model of in-person and telehealth across 24 jurisdictions in Maryland. The contractor must conduct initial evaluations within two weeks of referral and provide evidence-based treatment consistent with COMET principles. Group therapy will be the primary modality, with sessions meeting weekly for one hour. Individual therapy may also be provided when clinically appropriate. The contractor is responsible for maintaining all required professional licenses and certifications.
The contract will have an initial term of three years and four months, with an option for an additional two-year renewal at the discretion of the State.
Services will be provided statewide across 24 jurisdictions including 23 counties and Baltimore City.
Bidders must have at least three years of experience providing Sexual Offender Treatment Services to justice-involved populations. All therapists must hold valid licenses as Psychologists, Social Workers, or Professional Counselors in Maryland. The contract has been designated for small business preference under COMAR regulations.
