The Maryland Motor Vehicle Administration (MVA) is issuing this Invitation for Bids (IFB) to procure janitorial services for the Loch Raven/Parkville Branch. This branch is essential for providing vehicle and licensing services to Maryland residents, including issuing driver’s licenses and registering vehicles. The goal of this contract is to maintain a clean, safe, and professional environment that supports the efficient functioning of the branch and enhances the experience for both employees and the public.

Work Details

The contractor will provide all labor, cleaning supplies, equipment, insurance, supervision, tools, and transportation necessary to maintain cleanliness and hygiene in the facility. Services include: - Daily cleaning tasks such as emptying waste baskets, disinfecting surfaces, refilling dispensers, cleaning restrooms, and maintaining kitchen areas. - Weekly tasks like dusting furniture and scrubbing floors. - Monthly tasks including cleaning wastebaskets and dusting light fixtures. - Quarterly tasks such as vacuuming upholstered furniture and cleaning heating/cooling grills. - Semi-annual tasks including deep cleaning carpets and stripping/waxing vinyl floors. The total area to be cleaned is approximately 7,569 sq. ft., which includes carpeted areas, porcelain tile areas, and vinyl tile areas.

Period of Performance

The contract duration is five years (60 calendar months) with no renewal option.

The services will be performed at the MVA Loch Raven/Parkville Branch located at 8966 Waltham Woods Rd., Parkville, MD 21234.

Bidder Requirements

This procurement is designated as a Small Business Reserve Procurement; only certified small business vendors are eligible for award. Bidders must have at least three years of experience providing janitorial services to government or large-scale private facilities within the past five years. Additionally, bidders must provide proof of insurance coverage including: - Commercial General Liability ($1 million per occurrence) - Crime Insurance/Employee Theft Insurance ($250,000 per loss) - Workers’ Compensation ($1 million per occurrence) - Automobile Insurance as required by law.
