The Food and Drug Administration (FDA), Human Foods Program (HFP) intends to award a firm-fixed-price (FFP) contract for the purchase of one (1) Quadrupole-Orbitrap Hybrid Mass Spectrometer in support of qualitative and quantitative proteomic research methods. This acquisition is set aside 100% for Small Business. Background The Food and Drug Administration (FDA), specifically the Human Foods Program (HFP), is seeking to enhance its capabilities in qualitative and quantitative proteomic research methods. The goal of this contract is to procure a Quadrupole-Orbitrap Hybrid Mass Spectrometer, which will be utilized for the detection and quantitation of proteins in FDA-regulated foods and human cell samples that may have been exposed to potentially toxic chemical compounds found in human foods. This acquisition is set aside 100% for Small Business, aligning with the FDA's mission to ensure public health through food safety. Work Details The contract involves the purchase of one (1) newly manufactured Quadrupole-Orbitrap Hybrid Mass Spectrometer, which must meet the following minimum technical specifications: - Acquisition speed: 70 Hz - Sensitivity: less than 1.5 fg - Mass accuracy: less than 1 ppm - Resolving power: 480,000 FWHM at m/z 200. The instrument must support various operational modes including data-dependent acquisition (DDA), data-independent acquisition (DIA), parallel reaction monitoring (PRM), and hybrid PRM-DIA modes. Additionally, the contractor is responsible for delivering and installing the instrument at FDA/HFP located at 5001 Campus Drive, College Park, Maryland 20740. The contractor must also provide a one-year service contract covering parts and labor post-installation, an uninterruptable power supply, a maintenance consumables kit, a factory warranty preventive maintenance visit, and instructor-led on-site training at the HFP location. Trade-in services for deinstallation of existing instrumentation are also required. Period of Performance Delivery and installation of the Quadrupole-Orbitrap Hybrid Mass Spectrometer shall be completed no later than September 30, 2026.
