Background

The Virginia Department of Transportation (VDOT) is seeking bids from qualified firms to establish a one-year contract for scheduled and as-needed septic tank pumping and cleaning services for systems owned and operated by VDOT in the Northern Virginia District. This district includes Arlington, Fairfax, Loudoun, and Prince William Counties.

Work Details

The contractor will provide septic tank pumping and cleaning services at three designated locations on a bi-weekly basis and an additional three locations as needed. The contractor must be licensed in Virginia as a Class 'C' Contractor and as an Onsite Sewage System Operator. Services include: 1. Pumping septic tanks, cleaning pump tanks, and ensuring proper operation of alarm floats. 2. Transporting and disposing of wastewater at authorized treatment facilities. 3. Compliance with OSHA, VOSH, DEQ, VDH regulations. 4. Providing service reports detailing date of service, gallons pumped, and tank condition after each service. 5. Emergency service requests must be fulfilled within 24 hours.

Period of Performance

The contract period is from September 1, 2026, through August 31, 2027, with four optional consecutive one-year renewal terms.

Place of Performance

Services will be performed in Arlington, Fairfax, Loudoun, and Prince William Counties in Virginia.

Bidder Requirements

Bidders must submit a Small Business Subcontracting Plan (SBSP) if not certified as a small business by the Department of Small Business and Supplier Diversity (DSBSD). They must also possess valid Wastewater Discharge and Sewage Handling permits throughout the contract duration. The contractor must maintain specified insurance coverage including Workers’ Compensation, Employer’s Liability, Commercial General Liability, and Automobile Liability.
