Dental Plan Actives and Retirees

Background

Howard County, Maryland is seeking qualified firms to provide dental coverage for active employees and retirees through a Dental Preferred Provider Organization (DPPO) and/or a Dental Health Maintenance Organization (DHMO). The County has engaged CBIZ as a consultant for this solicitation, Request For Proposals No. 15-2026.

Work Details

The contractor(s) will be responsible for providing DPPO and/or DHMO dental coverage. Proposals may be submitted for one or both product lines. The services include: - Fully insured DHMO with self-funded DPPO plans. - Administrative services including eligibility verification, billing, claims administration, customer service via a dedicated toll-free number, and website portal access. - Enrollment support to the County, including attendance at employee benefit meetings (estimated at 4 to 5 per year). - Compliance with the Howard County Equal Business Opportunity program's 15% subcontracting goal on contracts valued at $50,000 or more. - Adherence to the Howard County Living Wage requirements for employees providing services under this contract.

Period of Performance

The contract is expected to commence on January 1, 2027.

Place of Performance

Services will be provided in Howard County, Maryland, with nationwide geographic coverage for dental services.

Bidder Requirements

Contractors must comply with the Howard County Equal Business Opportunity program and demonstrate good faith efforts to meet the 15% subcontracting goal. Additionally, they must adhere to living wage requirements as outlined in Howard County Code Section 4.122A.
