Background

The Children's Trust, part of the Department of Early Education and Care (EEC), is implementing the Healthy Families Recognition of Excellence (ROE) Incentive Program for FY26. The program aims to recognize high-performing Healthy Families staff, incentivize strong service delivery outcomes, supplement home visitor compensation, and improve family outcomes through data-driven performance measurement. A total of $302,850 has been allocated for this initiative.

Work Details

Selected programs will be responsible for distributing incentive payments to eligible staff based on performance metrics determined by the Children's Trust. They must ensure compliance with program guidance related to eligibility and distribution and support staff engagement through the use of incentive funding. Programs may reallocate incentive funds across staff if appropriate and use funds for staff-related activities such as training and team building. Eligible Healthy Families Massachusetts programs can request funding ranging from $1,200 to $25,100 based on performance data compiled by the Children's Trust. The program evaluates performance based on completed home visits, participant engagement, and active Family Goal Plans.
