First Place Collection Services

Background

The Office of Management and Enterprise Services Central Purchasing division is seeking responses on behalf of the Oklahoma Tax Commission (OTC) to establish a contract for 1st Placement Collections Service. This contract aims to engage a professional collection supplier with significant experience in public sector debt collection, specifically targeting delinquent taxes and fees from individuals and businesses both within and outside Oklahoma. The OTC clarifies that certain debts, such as consumer credit card debts, student loans, and medical bills, do not fall under the category of public sector debt.

Work Details

The contractor will provide 1st placement debt collection services for delinquent taxes and fees. The contractor must have a proven track record in collecting public sector debts. The services include but are not limited to: contacting debtors, negotiating payment plans, reporting to credit bureaus, and ensuring compliance with applicable laws regarding debt collection. The contractor is expected to utilize best practices in collections while maintaining a professional approach towards debtors.

Period of Performance

The contract will commence upon award and will continue for a specified duration as outlined in the final agreement, with potential renewal options based on performance and mutual agreement.

Place of Performance

Services will primarily be performed within the State of Oklahoma; however, the contractor may also engage with individuals and businesses located outside of Oklahoma as necessary.

Bidder Requirements

Bidders must demonstrate significant experience in public sector debt collection. They are required to comply with all applicable laws related to debt collection practices. Additionally, bidders must provide evidence of their ability to handle sensitive data securely and maintain confidentiality throughout the collection process.
