Background

The Maryland Department of Health (MDH), specifically the Prevention and Health Promotion Administration (PHPA), is issuing this Request for Proposals (RFP) to secure technical support for Maryland’s Infrastructure as a Service (IaaS)-based National Electronic Disease Surveillance System (NEDSS) Base System. The goal is to enhance the system's capabilities to track all reportable diseases effectively.

Work Details

The contractor will provide comprehensive technical support for the NEDSS Base System, which includes: 1. Establishing a prioritization and enhancement document for technical support; 2. Deleting historical COVID negative ELRs without disrupting daily surveillance activities; 3. Developing and troubleshooting Rhapsody scripts and routes for ELR and electronic case reporting (eCR); 4. Customizing Public Health Case Document (PHDC) capabilities; 5. Assisting with maintenance and troubleshooting of RDB refreshes using MasterETL; 6. Supporting Message Mapping Guide (MMG) implementation; 7. Moving NBS into a cloud environment while maintaining compliance with state security requirements; 8. Implementing document sharing functionality for case investigations with other states; 9. Developing custom reports for eCRs; 10. Enhancing interoperability workflows; 11. Providing emergency response support for disease outbreaks; 12. Maintaining Wildfly, Java Server Admin, and SQL Server.

Period of Performance

The anticipated duration of services will commence on July 1, 2026, and conclude on June 30, 2027.

Place of Performance

The contract will be performed in Maryland, specifically at locations designated by the Maryland Department of Health.

Bidder Requirements

Offerors must demonstrate experience with IaaS-based NEDSS systems by providing three references from state health agencies that have utilized NBS within the past five years. Additionally, bidders must comply with all applicable Minority Business Enterprise laws and demonstrate their ability to meet the Americans with Disabilities Act requirements.
