The existing HVAC systems serving facilities at the Smokey Bear Ranger District have sustained significant operational degradation due to wildfire impacts and subsequent water intrusion, resulting in compromised indoor air quality, reduced system reliability and increased risk of equipment failure. This project proposes full replacement and upgrade to HVAC systems to restore safe, functional and compliant building operations. During recent wildfire events airborne ash and fine particulate matter infiltrated multiple buildings and mechanical systems. Ash accumulation has been documented within ductwork and air handling components The USDA Forest Service requires construction and mechanical services to replace and upgrade heating, ventilation and air conditioning (HVAC) systems at multiple facilities within the Smokey Bear Ranger District, Lincoln National Forest, Ruidoso NM. The requirement includes removal of existing systems, installation of new refrigerated HVAC systems, repair or replacement of associated ductwork, and upgrades to controls and distribution systems as necessary to support reliable year-round building operations.

The goal is to restore safe, functional, and compliant building operations by replacing and upgrading existing HVAC systems. This project aims to improve indoor air quality, system reliability, and reduce the risk of equipment failure caused by airborne ash and particulate matter from recent wildfires. Work Details The contract includes the following construction tasks: 1. Removal of existing HVAC systems, including air handling units, condensers, furnaces, and evaporative coolers. 2. Installation of new high-efficiency refrigerated HVAC systems across multiple facilities totaling approximately 15,089 sq ft (10,985 sq ft for office and operations buildings; 4,104 sq ft for residential/bay facilities). 3. Repair or replacement of associated ductwork and electrical connections as necessary. 4. Upgrades to controls and distribution systems to ensure reliable year-round building operations. The work must comply with applicable codes such as the International Mechanical Code (IMC), International Energy Conservation Code (IECC), National Electrical Code (NEC), and local building codes. Period of Performance The contractor is required to commence work within 10 calendar days after receiving the Notice to Proceed (NTP) and complete all work within 120 calendar days after NTP. Place of Performance The construction projects will be performed at multiple facilities within the Smokey Bear Ranger District, Lincoln National Forest, located in Ruidoso, New Mexico.
