Oswego County’s Office of Strategic Initiatives Department is seeking bids from qualified contractors to construct approximately 25.5 miles of fiber optic cable throughout Oswego County. The goal is to enhance the county's telecommunications infrastructure, which aligns with the county's mission to improve connectivity and support economic development in the region.
The contractor will be responsible for providing all labor, materials (except fiber optic cabling), equipment, and incidentals necessary for the construction of both aerial and underground fiber optic infrastructure. Specific tasks include: - Installation of 144-strand, 96-strand, 48-strand, and 24-strand fiber cable on existing pole lines and underground. - Aerial installation will cover approximately 17.8 miles, while underground work will cover about 7.7 miles using methods such as HDD (Horizontal Directional Drilling), plowing, or trenching. - Splicing will occur in typical splice cases that may be aerial strand mounted or located in underground hand-holes or vaults. - Compliance with all relevant local, state, and federal regulations including OSHA, NEC, EPA, and FCC requirements. - Weekly updates to be provided via a project dashboard system managed by the contractor using their own devices. - The contractor must manage inventory closely as fiber optic cable will be stored at a county site.
The contract is expected to commence upon execution and delivery of the contract documents and must be completed by December 31, 2026.
The work will take place throughout Oswego County, specifically within designated Rights-of-Way (ROW) and easements as secured by Oswego County.
Bidders must comply with New York State Labor Law regarding prevailing wages. They are required to provide performance bonds equal to 100% of the contract price and a bid bond of 5% of their bid amount. Contractors must also demonstrate compliance with insurance requirements including general liability insurance ($1 million per occurrence), automobile liability insurance ($1 million), workers' compensation insurance, and professional liability insurance if applicable.
