MARC BWI Garage Operations and Maintenance

Background

The Maryland Transit Administration (MTA) is issuing this Invitation for Bids (IFB) for the operations and maintenance of the MARC BWI Garage located at 2 Amtrak Way, Linthicum, MD 21240. The garage consists of two seven-story structures with a total of 3,200 parking spaces and serves MTA MARC customers, Amtrak passengers, and airport overflow parking. The goal of this contract is to ensure efficient management of the garage, including staffing, equipment maintenance, and janitorial services.

Work Details

The contractor will be responsible for: 1. Daily management of the garage including staffing pay stations and maintaining garage equipment. 2. Overseeing janitorial services and routine maintenance of the facility. 3. Providing world-class customer service to users of the garage. 4. Efficiently collecting revenue from parking fees. 5. Maintaining a safe, clean, and functioning garage complex. 6. Ensuring long-term state of good repair for the facility. 7. Staffing requirements include providing cashiers 24/7 and additional staff during peak hours. 8. Maintenance of revenue control equipment and systems as per manufacturer specifications. 9. Conducting routine building maintenance and janitorial services including daily cleaning and graffiti removal within specified timeframes.

Period of Performance

The contract will have a duration of five (5) years from the date of award.

Place of Performance

The primary place of performance is at the BWI Airport MARC Station located at 2 Amtrak Way, Linthicum, MD 21240.

Bidder Requirements

Bidders must have at least five (5) years managing a cash-based retail operation with Point-of-Sale technology, experience processing credit card payments, and managing routine maintenance/janitorial services for public facilities. No specific set-aside certifications are mentioned.
