Background

The Department of Human Resources (DHR) in Alabama is issuing this solicitation for HVAC Preventative Maintenance (PM) and Repair Services across various DHR locations throughout the state. The goal is to ensure the proper functioning and maintenance of HVAC systems, including boilers and chillers, while adhering to specific guidelines that prohibit the installation of new units or major system replacements.

Work Details

The contractor will provide quarterly HVAC PM services, which include: maintenance and minor repairs on all listed equipment, changing bad parts, fixing connections, clearing clogged drain lines, repairing duct work, replacing belts, and fixing small refrigerant leaks. All PM services must be performed by licensed technicians with specific certifications. The contractor must replace all air filters quarterly with pleated filters that meet MERV rating 10 standards. Additional tasks include deep cleaning condenser coils twice a year, checking freon levels annually, and performing a complete system check quarterly. Water treatment testing is required for HVAC systems utilizing water for heating or cooling in eleven specified DHR county offices. The contractor will also be responsible for documenting any repairs needed during inspections and obtaining approval before proceeding with repairs.

Period of Performance

The contract will commence upon award and will require quarterly inspections and services throughout the fiscal year 2026.

Place of Performance

Various DHR locations throughout the State of Alabama, specifically including Baldwin, Blount, Calhoun, Chilton, Cullman, Elmore, Etowah, Jefferson Bessemer, Madison, Morgan, and St. Clair counties.

Bidder Requirements

Bidders must be State of Alabama licensed contractors with current refrigeration licenses certified by the Alabama Board of Heating, Air Conditioning, and Refrigeration Contractors. They must also hold a State of Alabama Gasfitter plumber license with Master gasfitter certification. Technicians must have universal refrigeration certification from the EPA and maintain all required licenses throughout the contract period. Additionally, suppliers are required to provide a list of technicians who will service DHR equipment along with their current EPA certifications.
