Background

The Colorado Office of the State Auditor (OSA) is soliciting proposals from qualified organizations to conduct an agreed upon procedures and compilation engagement of the State of Colorado’s Disaster Emergency Fund (DEF) for the fiscal years ending June 30, 2025, and June 30, 2026. This engagement is mandated by state statute, which requires the State Auditor to complete the report on or before December 1, 2026. The DEF was established in 1992 to ensure that funds are available for disaster emergencies. The Governor’s Office of State Planning and Budget (OSPB) is responsible for managing the fund's resources and reporting on expenditures quarterly.

Work Details

The contractor will perform an agreed upon procedures engagement that includes: - Holding an entrance conference with relevant state offices; - Understanding internal controls for tracking disaster spending; - Testing completeness and accuracy of Executive Orders related to declared disasters; - Agreeing OSPB’s quarterly reports with information recorded in the state's accounting system; - Obtaining a DEF trial balance; - Compiling a summary schedule of revenues and expenditures; - Evaluating internal controls over revenues, expenses, transfers, and reimbursements; - Selecting samples of transactions for testing compliance with statutory requirements; - Holding an exit conference to discuss findings. The final report will include a summary schedule of DEF revenues, expenses, and changes in fund balance as well as an Independent Accountant’s Report.

Period of Performance

Work is estimated to commence in July 2026 and must be completed by November 19, 2026, with a draft report due by October 8, 2026.

Place of Performance

The work may be performed remotely using virtual technologies but will also require some in-person work at various state departments as needed.

Bidder Requirements

Bidders must be licensed certified public accounting firms authorized to practice in Colorado. They should have participated in a quality control review within the past three years, have no history of substandard work, and affirm their independence for this engagement.
