In addition, this market research tool is being used to identify potential and eligible firms, of all sizes, who provide Engineering Services in the U.S. prior to determining the method of acquisition and issuance of a solicitation. After the results of this market research are obtained and analyzed, NIST may conduct competitive or non-competitive procurement on the System for Award Management (sam.gov) and subsequently award a contract. If at least two qualified small businesses are identified during this market research stage that can fulfill the requirement, in accordance with the Statement of Work, then this acquisition shall be solicited as a small business set aside, however, NIST is seeking responses from ALL responsible sources, including large and small businesses. This requirement is assigned a NAICS code of 541330, Engineering Services, with a small business size standard of $47M. Interested business organizations that believe they can meet the requirements should submit electronic copies of their capability statement. Please limit responses to four (4) pages or less. Responses should include the following information: 1. Company Information: Name, address, Unique Entity ID (UEI), and socio-economic status (e.g., Small Business, SDVOSB, etc.). 2. Technical Capability: Documentation demonstrating the legal right to provide engineering service. 3. Background The National Institute of Standards and Technology (NIST) is seeking information from vendors capable of providing Engineering Services as part of a market research initiative. This effort aims to identify potential and eligible business firms that can fulfill the requirements outlined in the Statement of Work. The goal is to determine the method of acquisition for these services, which may include competitive or non-competitive procurement processes. NIST's mission includes performing laser power and energy detector responsivity calibrations and developing advanced measurement technologies. Work Details The contractor will provide consulting and design expertise for microfabricated electrical-substitution bolometers. Specific tasks include: 1) Engineering Consulting - Develop new requirements for bolometers to support applications like vicarious calibration of Earth remote sensing satellites; examine new operational concepts for these bolometers. 2) Electronics Design, Test, and Fabrication - Modify designs for amplifier boards, interface boards, and wire bond boards based on requirements from Task 1; fabricate an engineering unit of the modified design; debug and test the engineering unit; adjust designs as necessary. Deliverables include a memo on new concepts, attendance at bi-weekly meetings, modified designs in specified formats, an engineering unit, and documentation on performance.
