City of Sheffield Lake Project

Background

The City of Sheffield Lake is seeking consultants for Right of Way Acquisition Services as part of the Lakefront Connectivity Phase 4 project. This project aims to enhance pedestrian access by constructing an 8-foot wide sidewalk along U.S. 6 and includes the acquisition of approximately 49 parcels across 21 ownerships. The selected consultant will be expected to comply with the latest Scope Definitions for Right of Way Services as outlined by the Ohio Department of Transportation (ODOT).

The contract involves two main services: 1. Right of Way Acquisition Services, which includes:

- Appraisal - Negotiation - Closing 2. Right of Way Acquisition Services for Appraisal Review, which will be managed under a separate agreement. The estimated construction cost for this project is $1,185,929.56.

Period of Performance

The anticipated timeline for project milestones includes: - Final R/W Plans Completion by May 2026, - Environmental Document Completion by October 30, 2026, - R/W Clearance by May 7, 2027, and - PS&E submission to the District by May 21, 2027.

Place of Performance

The services will be performed in Sheffield Lake, Ohio, specifically along U.S. Route 6 from Treadway Boulevard to Buckeye Drive and from Buckeye Drive to Perch on Lake's eastern driveway.

Bidder Requirements

Bidders must meet prequalification requirements set forth by ODOT. Only individuals (not firms) are eligible for right of way acquisition services; thus, a prequalified individual must be named in the proposal. Additionally, all prime consultants and subconsultants providing engineering and design-related services must be prequalified in Financial Management System Evaluation.
