Background

Iowa State University of Science and Technology (ISU) is seeking proposals for a configurable and adaptable out-of-the-box software solution to manage all aspects of the research security program. This initiative is in response to federal regulations requiring institutions receiving over $50 million in federal support to implement research security programs. The goal is to ensure compliance with NSPM-33, CHIPS and Science Act, and other federal requirements related to foreign collaborations, research security training, and export control.

Work Details

The contractor will provide a software solution that includes the following functionalities: 1. Facilitate and track compliance with NSPM-33, CHIPS and Science Act, NDAA, OFAC regulations, and BIS rules. 2. Ability to search entity lists to identify problematic collaborations. 3. Generate Research Security Training records and auto-send reports for verification. 4. Ongoing monitoring of compliance determinations. 5. Upload capabilities for standard format documents and mobile device responsiveness. 6. Provide training on the system that meets federal agency requirements. 7. Develop risk mitigation plans acceptable to funding agencies. 8. Track international travel disclosures.

Period of Performance

The contract is expected to go live in Fall 2026.

Place of Performance

The services will be performed at Iowa State University located in Ames, Iowa.

Bidder Requirements

Bidders must provide a detailed line-item quote including total cost of ownership for both three-year and five-year terms. They must demonstrate expertise in providing similar systems, submit a SOC 2 Type II report prior to contract completion, and comply with insurance requirements as specified by ISU.
